[Paraview] Getting a custom panel to be recognized

Here's a thought.  Does it need to be compiled with the Commercially licensed version of Qt to work?  I've downloaded a binary install of ParaView 3.3.1 from the official website and it didn't act any differently even though the official one was built with the commercial license of Qt.
