[Paraview] vtkUndoSet::LoadState not implemented (yet?)

The state loader (vtkSMUndoRedoStateLoader) takes over the 
responsibility for loading state for an undo-set since it needs to 
create the right type of undo-elements etc. Hence there's no default 
implementation provided.
