[Paraview] vtkUndoSet::LoadState not implemented (yet?)

I see that vtkUndoSet::LoadState() is just a virtual "stub" method.

The comments preceding this method in the .h file say that subclasses 
are welcome to override this method to provide functionality.  Are 
there plans to provide a default implementation in the vtkUndoSet base 
class, in the future?

In other words, is this a conscious design choice, or just a feature that 
has not been implemented yet?
