I can't find that flag in the CMakeCache.txt to tell whether it's on or
off.

It's just that it's the system compiler. There are other compilers on
the system including a gcc4 that had some issue compiling Mesa It
involved darwin specific options to gcc that were not present in the
installed gcc4.
