Summary0013796: Chart axes (left and right side) are out of sync
Description* Linux, local server, master.
* Open can.exo. All variables on. Apply.
* Plot over line filter. Apply.
* On the properties tab, slide to the bottom. Now, turn all variables on. Turn all variables off.
* Turn on Displ (Mag). Turn on Vel (Mag).
* Highlight Vel (Mag) (i.e., click on the word VEL, which will highlight the whole line).
* On Chart Axes, select Bottom-Right.
* Right click/drag the 2d window. The left and right axes will move out of sync.

This bug is hard to replicate. If you can't replicate it, close ParaView and start again.

 Pushed topic to Gerrit for review in VTK, pushed matching topics to next that address this issue. A new special case was required for when there are only plots in the bottom-left and bottom-right (and have never been any in the top-left/right).

 I believe this one is fixed (it presented itself inconsistently in initial testing). If not, I will reopen.

Tested local server, master, Linux.
