In what version of ParaView do you see this problem? vtkClientServerConfigure.h is created in the build tree (e.g., ParaView-build) in the directory ParaView-build/Utilities/VTKClientServer.

ParaView 3 has a completely different installation framework so this bug is no longer valid.
