0016749: Partial arrays appearing in parallel cth amr
We are getting partial arrays when running in parallel, when clipping by scalar with CTH AMR. This is stopping a customer from then feeding this data into the descriptive statistics filter. Here is how to replicate.

* Linux, 5.1.0-RC1, 8 remote servers (doesn't show up with 2 remote servers).
* Open Dave's small CTH AMR dataset. All vars on, apply.
* Clip. By Scalar. Use Material Volume Fraction - 1. Either type in 127.5 or the Reset using Current Data icon. Apply.

<<Bug>> - Try to color by something. Notice that all of the variables are listed as Partial. What my user is ultimately trying to do is then call Descriptive Statistics. This fails.
