DescriptionSegfault in multiblock inspector when unsetting visibility of the root element.
1. Open any exodus file.
2. Click "Apply"
3. Click "View -> Multi-block Inspector"
4. Right click the first line in the Multi-block Inspector (mug.e)
5. Select "Unset Visibility" ---> SEGFAULT!

    BUG 0015367. Fixes segfault in pqMultiBlockInspectorPanel.
    
    The issue was the code wasn't handling the "unset visbility" being
    called on root node itself.
    
    Also cleaned up logic to disable the "unset ..." items unless the
    properties were indeed overridden.
