Summary0013653: Add option VTK_USE_SYSTEM_LIBRARIES to enable all system libraries by default
DescriptionFedora package need to use system rather than bundled libraries so we need an easy way to use the system versions of everything. This should do that.

This patch is not relevant for VTK 6. The build has been completely revamped.

In what way? Testing with VTK git master it is still necessary to set all VTK_USE_SYSTEM_* variables by hand to get vtk to use the system libraries. This patch still allows you to set the default value for them.
