    BUG 0013027. Added support to load GUI configurations from XML only plugins.
    
    XML only plugins can now include gui-specific xml components. Thus, we can now
    support adding readers/writers from XML only plugins. Added a new example
    Examples/Plugins/ReaderXMLOnly that demonstrates how to write such combined
    xmls. We also support simply loading two separate GUI and ServerManager xmls one
    after the other.
